From source H i can infer that the Singapore's ministry of education has introduced a new mother tongue policy to students who are weak in Chinese .Source H shows a teenager that have just come back from school showing his results to his mother saying he got a D7 for his Chinese.Therefore the Ministry of Education has drop the standard of mother tongue Chinese so that students have a higher chance to go to their dream school or university.
I can also infer that source H is lifting the burden of those students who are unable to do well in Chinese so the students are able to perform better without worrying so much about Chinese and the government will benefit as more students are able to enter JC.
